MIT's deadlines page says only U.S. citizens and permanent residents may apply through spring entry. Fall entry is open to everyone. MIT's aid page says it is one of the very few institutions in the United States that are need-blind and full-need, and admits students from around the world regardless of their financial circumstances. MIT's FAQ confirms undocumented students may apply.
